The certificate states that Franz Elserbauer, for distinguished services, is being awarded the Honour Cross with Ribbon by the Austrian Black Cross War Grave Welfare. The document is dated to May 7, 1986 and signed by Black Cross President Otto Jaus, Vice President Karl Harner, and Business Executive Andreas Reiter.
